r-*: simplify R PKGBUILDS managed by the extension

- Remove unnecessary `{}` around `_pkgname` in the url
- Remove unnecessary `-p` option to `mkdir`
- Use standard argument order for `R CMD INSTALL` by putting
  options before positional arguments
