Updates for new devtools
...
* Install pacman config files to the new path
* Sync pacman config files from devtools 1.0.0
* Update repo names: remove community* and split testing and staging
Tested commands:
$ archlinuxcn-kde-unstable-x86_64-build
$ archlinuxcn-staging-x86_64-build
$ archlinuxcn-testing-x86_64-build
$ archlinuxcn-x86_64-build
$ multilib-archlinuxcn-x86_64-build

Add archlinuxcn-{testing,staging,kde-unstable}-x86_64-build
...
It is useful to check whether an [archlinuxcn] package, especially those
who depends on other [archlinuxcn] packages, is still compatible with
upcoming updates of official packages in *testing/*staging/kde-unstable
or not.
